ANC 6D Formal Recommendations

ANC 6D Report to the Ward 6Task Force (W6TF) dated September 14, 2011

The Ward 6 Redistricting Task Force has submitted a proposed Single Member District map for ANC 6D and met with their representative Tyler Merkly to review a map of our design and the proposed W6TF ANC 6D map.

The current ANC 6D Commissioners studied the proposed map and looked at alternative maps using the 2010 Census Tract data.

Using the following, ANC 6D used neighborhood cohesiveness; maintaining effective functioning of the ANCs; maintaining 7 SMDs with DC Housing facilities not split; take natural and historical local boundaries into effect for defining the SMDs; even distribution of the SMD populations in the range of 1,900 to 2,100; avoiding splitting Census Tracts; keeping SMDs compact; avoiding two elected Commissioners in a new SMD, while using the above guidelines; and keeping the voting strength of minority populations undiluted as guidelines for review and evaluation of the W6TF map and new SMDs maps developed by the ANC.

ANC 6D feels the new proposed ANC 6D Single Member District map (attached with table showing respective SMDS with each Census Tract and attached narrative with data including the current2010 data for each SMD and the new proposed population) best fits the above used guidelines by having only one incumbent Commissioner per SMD; no divided Census Tracts; better compacted SMDs; fewest Census Tract changes among SMDs (with 3 having only additions to the population); all SMDs have a population greater that 1900 and less than 2100, with only 1 SMD with a population less that 2000 at 1980 (even distribution of population among SMDs); and retains historic SMD boundaries.

On Monday evening, September 12, The ANC voted to retain the current 6D boundary for the redistricting under the 2010 Census data for Ward 6. The resolution is below and the vote was 6-0-1 with the one abstaining vote.

RESOLUTION TO RETAIN THECURRENT ANC 6D BOUNDARY FOR THE REDISTRICTING UNDER THE 201O CENSUS DATA FORWARD 6

WHEREAS, ANC 6D Chair and individual Commissioners have presented at the Ward 6 Task Force (W6TF)meetings on keeping the current ANC 6D boundary that includes the Near SE Community;

WHEREAS, The South Capitol Street or the SW Freeway is “NOT” a natural boundary;

WHEREAS, SW and the near SE have many more similarities than differences in terms of building types with high rises, commercial office buildings, and large residential complexes;neither has a historic district; both have current large waterfront developments, each well over a billion dollars in cost; even excluding the waterfront development activities, both have tremendous development already planned or underway for the next 10 years; M Street is a major connecting artery for both with a major DDOT transportation study underway focusing on MStreet as the major venue; I Street will be opened to 1st Street SE within the next 24 months, offering additional arterial connections; and the South Capitol Street transportation project will make South Capitol Street a local street by removing the underpass at M Street and reconnecting K and L Streets across South Capitol; both share similar traffic and transportation safety issues and concerns; both are impacted and part of the Traffic Operations and Parking Plan (TOPP) for the Nationals Ballpark; and both presently lack retail and other resources for residents.

THEREFORE, ANC 6D requests that the Ward 6 Redistricting Task Force and Councilmember Tommy Wells retain the current ANC boundary that includes the near SE and SW.

Adopted by a vote of 6-0-1.

Following this vote, ANC 6D at our business meeting Monday evening, we discussed the following resolution to retain the portion of Ward 2 that includes Haines Point. The W6TF has already taken a position on this issue and this resolution supports the decision by W6TF that ANC 6D retain that part of Ward 2 under ANC6D. The vote was 4-0-3 and the resolution follows.

RESOLUTION TO RETAIN PORTION OF WARD 2, SOUTH OF INDEPENDENCE AVENUE, SW AND EAST OF 14TH STREET,SW BY ANC 6D

WHEREAS, Ward redistricting byDC Council placed in Ward 2, an unpopulated area located south of the Mall inthe Southwest quadrant,

WHEREAS, this area includes Haines Point and East Potomac Park, and other areas south of Independence Avenue, and

WHEREAS these areas were allowed to remain with ANC 6D after the previous redistricting process because the areas are contiguous with and have more effect on ANC 6D than ANC’s configured in Ward 2,

Therefore, be it resolved that ANC 6D supports the Ward 6 Redistricting Task Force recommendation to have Councilmember Tommy Wells to work with Ward 2 Councilmember Jack Evans to ensure language is included in the Redistricting Bill that allows the above described portion of Ward 2 to remain with ANC 6D.

Adopted by a vote of 4-0-3.

ANC6D pasted a resolution to the Ward 6 Redistricting Task Force urging they replace the current districting plan for ANC 6D with the attached plan. This resolution passed was adopted by a vote of 4-1-2. Following is the resolution:

RESOLUTION TO WARD 6REDISTRICTING TASK FORCE URGING THEY REPLACE CURRENT REDISTRICTING PLAN FOR ANC6D WITH ATTACHED PLAN

WHEREAS, the Ward 6 Redistricting Task Force has been charged with creating ANC’s with Single Member Districts(SMD) that preserve neighborhood boundaries, are compact, have evenly distributed population at 2,000 -- plus or minus 100, without divided census tracts, and do not disenfranchise population segments;

WHEREAS, the plan that has been presented by Task Force members to the Task Force as a whole does not meet many of those criteria;

WHEREAS, the plan displayed on the attached map and with its included population detail does meet the guidelines because this plan preserves neighborhood boundaries with compact and contiguous districts, all SMD have a population greater than 1,900 and less than 2,100 with only one SMD having a population less than the magic 2,000 and it is at 1,980, this plan removes the South Capitol division by having two SMD that serve both sides that Street, and ensures that segments of the population are not disenfranchised; and

WHEREAS, this plan will not place more than one incumbent Commissioner in the same SMD, while leaving another SMD without an incumbent.

THEREFORE, be it resolved that ANC 6D requests the maker of the current proposed redistricting plan to withdraw that plan and replace it with the attached plan. Further, ANC 6D urges the Ward 6 Redistricting Task Force and Councilmember Tommy Wells drop the current proposed redistricting plan for ANC 6D and accept the attached Redistricting Plan.

Adopted by a vote of 4-1-2.

The following issue has become apparent in working on the map to be submitted to the W6TF today at 5 PM. There is a split Census tract between ANC 6DO2 and ANC6DO3. We did not realize the boundary did not run along those Census Tracts but had been split evidently in2001 or perhaps earlier.

To solve this issue, Ron McBee has contacted the Office of Planning as well as Cody Rice with the W6TF.According to OP, regardless if it had been done in 2001, a request must be filed to split the Census tract. Roger Moffatt is filing the form, as I understand, for the request which will review the request and population involved, if any. ANC 6D does not feel from our knowledge that anyone lives inthat area of the Census tract we are asking to divide. The new Census tract split will move the east boundary of ANC 6DO2 and 6DO3 around the Randall School development to Half Street SW extended. If will allow that development“not” have the boundary run down the middle, as currently exists, which is scheduled for development here in 2012.

The attached narrative and data shows the requested boundary between ANC6DO2 and ANC 6DO3 with the east boundary around the Randall School as Half Street SW extended between H Street SW extended and I Street SW.

We have not received our new map from OP but will go ahead and submit separately this afternoon an accompanying map.

  1. Please note that the ANC 6D recommendation includes all of the Randall School building bounded by H St, First St, I St, and Half St SW extended in SMD 6D03. The color map above does not reflect this as a result of the limitations of the base map data obtained from OP.
