Ward 6: W6TF Proposed Map

W6TF Redistricting Guidelines

These guidelines were approved by the Ward 6 Redistricting Task Force at the August 3 meeting.

1.    Recognize neighborhood cohesiveness by grouping residents into ANCs where they are likely to have the most concern about issues that come before their own ANC, and have an affinity of interests and preferences with other residents in the same ANC.
2.    To the extent that current boundaries contribute to effective functioning of the ANCs, limit the scope of change to ANC and SMD boundaries.
3.    Balance workloads and resources of ANCs and pay attention to likely caseload based on development patterns, historic districts, etc.
4.    Take advantage of natural or built features to the extent they make sense to residents in defining the boundaries of ANCs.
5.    Aim for ANC total populations that are close to multiples of 2,000 to preserve flexibility in drawing SMDs.  Aim for SMD populations in the range of 1,900-2,100 "unless the deviation results from the limitations of Census geography or from the promotion of rational public policy, including but not limited to, respect for the natural geography of the District of Columbia, neighborhood cohesiveness, or the development of compact and contiguous districts."
6.    Take likely population growth into account in setting ANC and SMD boundaries. This may mean creating SMDs with populations on the low end of the acceptable range
7.    To the extent possible within Ward boundaries and subject to population requirements, design ANCs and SMDs that are compact and contiguous.
8.    Avoid splitting census blocks.
9.    Do not propose boundaries that would dilute the voting strength of minority populations.
10.  Evaluate neighborhood areas outside Ward 6 boundaries when appropriate.

Update from Aug 8 W6TF Meeting

Quick “unofficial” recap by Joe Fengler.

1. Approved changes to ANC 6E / 6C boundaries from initially approved redistricting map. First, modified the North Capitol diving line between 6E and 6C to turn east at K Street to Union Station tracks. Then use Union Station tracks, as well as Union Station, as the north-south diving line until Massachusetts Avenue. This essentially expands 6E to Union Station to allow both ANCs to participate in the future air rights development. Second, the census blocks below Massachusetts Ave have been moved from 6E to 6C. This will allow ANC 6C to have six commissioners within the 2,000 resident target.

2. On a 4-3 vote, the task force decided to keep near-south east within ANC 6D. The task force also decided to include the option not approved (expanding 6B to include near-southeast) in the initial task force proposal as an information item.

3. Approved initial SMD boundaries for ANC 6A, 6B, and 6C.

4. Authorized the working group for ANC 6D to continue to develop two SMD boundary plans. One that will split the census block for Potomac Place Towers and one that will not split this census block. Both plans will be included in the initial task force ANC/SMD redistricting report with the caveat that these two SMD proposals are pending task force approval.

5. Authorized the working group for ANC 6E to continue to develop SMD boundaries over the next week. The draft plan will be included in the initial task force ANC/SMD redistricting report with the caveat that it is pending task force approval.

6. The task force will be working to complete the initial task force ANC/SMD redistricting report by August 18. This report will be sent to all ANC commissioners and community organization list serves for review. This will allow each of the ANCs, and their respective community, neighborhood and business associations, the time to review the initial redistricting report and make official comments/recommendations during the first two weeks of September. Members of the task force will attend the September ANC meetings to answer questions about the redistricting proposal.

7. The task force will meet again on September 19, Monday at 6:30pm to discuss the ANC/SMD boundaries in light of the comments/recommendations forwarded by ANCs as well as their respective community, neighborhood and business associations. We are still working to find a place for that meeting.

And finally, to anticipate the inevitable question, the maps that reflect the ANC/SMD boundaries approved last night (to include ANC 6D and 6E working group proposals) for the initial redistricting report will be posted by August 18. Our hope is to have them built and posted sooner, but we can’t make any promises (recall, we are all volunteers with regular day jobs).

W6TF Approves Initial ANC Redistricting Plan

Last night, the W6TF unanimously approved an initial Advisory Neighborhood Commission redistricting plan for Ward 6 based on the resident submission from Mr. Rob Stephens with the following changes:

1. Split Lincoln Park between ANC 6A and ANC 6B.
2. Add St. Coletta's School to ANC 6B (Kingman Park was included in the Stephens proposal).
The following options were approved for additional research:

1. For ANC 6E, prepare two SMD options regarding "where" the census blocks below Massachusetts Ave by Union Station should be placed. The first option keeps these census blocks in ANC 6E. The second option moves the census blocks to ANC 6C.

2. For ANC 6E, prepare two SMD options regarding the north/south diving line. The first option keeps the line at North Capitol. The second option moves the north/south diving line east to Union Station up to either H or K Street and then returns to North Capitol.

3. For ANC 6D, prepare two SMD options for the near southeast community (generally the freeway to river using South Capitol as the north/south boundary). The first option keeps this community in ANC 6D. The second option moves this community to ANC 6B.

These options will be discussed and decided at the next W6TF meeting on Monday, August 8 (6:30pm) at the Theater Church located at 435 8th Street, SE.





The populations and suggested number of commissioners are:

Open Letter to W6TF from Commissioner David Garber (6D07)

David Garber, the ANC Commissioner for 6D07 (Near Southeast) asked the W6TF to post this open letter to the blog:

As Commissioner for 6D07, which encompasses the Nationals Stadium, the Navy Yard, The Yards, Yards Park, Canal Park, Capitol Quarter and the rest of the Capper Carrollsburg redevelopment, as well as the high-density residential and commercial areas between South Capitol Street and 2nd Street SE, my district is likely to be one of the most affected by ANC and SMD redistricting. I currently represent roughly 3,300 residents - which is a number that is growing every day. As most of you know, the neighborhood is vastly changed from what it used to be at the last redistricting.

During the ward redistricting process, my neighborhood rose up in support of staying with Ward 6. In addition to enjoying the growing number of amenities in our own immediately-defined neighborhood, my constituents shop on Pennsylvania Avenue and Eastern Market, eat on Barracks Row, play in Garfield Park, and feel that as development continues in Near Southeast that the scar of the SE/SW Freeway is not as much of a physical boundary as it appears from an aerial perspective. We have also noticed (with much excitement) that Capitol Hill residents are starting to enjoy the amenities that we have in our neighborhood. The general sense is that the more my district develops, the more seamless the connection between the older neighborhoods of Capitol Hill and the redeveloping area south of the freeway will become.

I fully support the majority of my constituents who want to have a say in the areas north of the freeway where they eat, shop, and play every day. Although we are, for the most part, a neighborhood of new buildings, I have heard over and over again that the reason people move to Near Southeast is because of its potential as an exciting waterfront neighborhood and because of its proximity to more established neighborhoods and commercial corridors on Capitol Hill. As much as we are similarly scaled and share interests with the Southwest community, residents of Near Southeast simply do not associate with that community in the same way they do with Capitol Hill. Although South Capitol Street is planned to become a more approachable boulevard and development on its sides will surely unite the Southwest community with my district, we should be basing our redistricting recommendations on where the connections are now.

Additionally, of the residents of Near Southeast that have provided testimony - both in written letters and in person - all have made very clear their desire to keep Near Southeast together in one ANC. The townhouse residents of Near Southeast do not want to be split off from the ANC that is helping to shape the higher-density residential, commercial, and waterfront development of the neighborhood outside their front doors (as was suggested in the Fengler plan).

Please keep my constituents' testimonies in mind when making your recommendation. Of the plans put forth, and based on the desire of most of the residents of Near Southeast that have spoken up both privately and publicly on the matter, the Pate quadrant plan (which, if you are not familiar with it, creates distinct commissions in SE, SW, NW, and NE) does most to unify the Near Southeast neighborhoods with the neighborhoods it identifies with most. The quadrant plan also makes sense from an outsider's perspective. It is easy to understand and follows common-sense lines.

Rice/Fengler - Ward 6 ANC Proposal (Expanded 6C, Shifted 6B)

This map version does not reflect a decision of the W6TF.  The W6TF has not made any ANC or SMD boundary decisions.  This Ward 6 ANC boundary proposal is from Joe Fengler and Cody Rice.  That being said, this map offers an ANC 6C (green) that is expanded to an area that will support 7 commissioners by taking a portion of the current 6A (orange) between 7th and 8th St NE north of H St NE, as well as moving south into 6B (light blue), specifically most of 6B01 and part of 6B02 (north of North Carolina Ave SE). The population loss in the current 6B is offset by shifting all of Capitol Quarters from 6D (dark blue). A new ANC 6E (red) contains most areas in the NW quadrant. Kingman Park is added to 6A. All commissions have either 7 or 9 commissioners.

Fengler comments (not speaking for Cody Rice).  There are a few "changes" that could be incorporated into this proposal based on some of the maps submitted for ANC 6E.  For example, one change could be to have ANC 6E shift their southern border to Union Station up until a northern border of K Street.  This would allow ANC 6E to have a more formal role in the development issues around K Street and the Union Station developments while preserving the NoMa relationship with ANC 6C.  

The elephant in the room is the expansion of ANC 6C south of East Capitol Street into what is currently ANC 6B.  One solution could be to move the ANC 6C line down to Independence Avenue with a sliding southeastern boundary of North Carolina Avenue versus what is proposed in the map (six SMDs).   Or hold to the East Capitol line (5 SMDs).  This would mean that ANC 6C would have less than seven SMDs.  And given all the Ward 6 equities, that may be an acceptable outcome (under the rule, don't let math drive the redistricting). 

However, my concern is creating an ANC that is roughly half the size of other ANCs -- that would mean creating an ANC that would have half the financial resources of other ANCs.   Given all the input on the blog, I am very interested in hearing from ANC 6C on what they think their boarders should be.  In fairness, we started our listening tour with ANC 6C and we have heard several potential boundary maps without following up with them.  Depending on ANC 6C input, I could entertain this new alternative to build a Ward 6 redistricting map that bends, but not breaks, the existing ANC boundaries. 

Also, I would welcome additional input from the 6D community on moving the Capitol Quarters from 6D to 6B.  Honestly, I have heard arguments for and against this option both in ANC 6B and ANC 6B.  And I would welcome additional comments regarding extending the 6B boundary to include the baseball stadium.  It is clear to me that ANC 6D is facing tremendous development opportunities on the waterfront.  Given the "plans" for the baseball stadium area have been largely decided, it seems that putting the baseball stadium under 6B would facilitate the developing efforts to build strong linkages with Barracks Row.  

I realize that no one proposal will have all the answers.  In my opinion,  this proposal offers the best starting point for discussing a Ward 6 redistricting plan that attempts to preserve the existing community relationships (status quo - with minor changes) while adjusting for organic population growth and the changes in the NW part of Ward 6.  Again, my opinion, if the existing ANC boundaries are sacrosanct, than that could push the W6TF into considering bolder plans that could lead to a fundamental alteration of existing boundaries (example, Pate and Ronnenberg).  Options I am not opposed to, but would hope to avoid.  

Finally, I decided to put my personal thoughts on this blog entry.  My role on Wednesday evening will be to facilitate the will of the W6TF.  In my experience, it is hard to chair a meeting while actively arguing for one particular solution.  I have complete confidence in the members Council Member Wells selected to volunteer for this task force to "argue" for the best outcome for Ward 6.  If not for anything else, tomorrow's meeting will be better than what is on TV.  See you then.

Ward 6 Redistricting First Progress Report

In accordance with the memorandum entitled ANC Redistricting Procedures, dated June 21, 2011, from the Council of the District of Columbia, Committee of the Whole, Subcommittee on Redistricting, the below is the Ward 6 Redistricting First Progress Report.  Regards, Joe Fengler (I love paperwork!)

Summary:  The Ward 6 Redistricting Task Force is on track to submit an initial proposal to the Office of Planning no later than September 1, 2011.  We anticipate this initial proposal will be modified during the month of September.  The composition of the Ward 6 Redistricting Task Force is as follows: Joseph Fengler (chair), Antonette Russell, Marge Francese, Tyler Merkeley, Cody Rice, Raphael Marshall, Ken Jarboe, Donna Scheeder, Skip Coburn, Gene Fisher (CM Orange’s representative).

What has the task force done in the last 30 days?
1.   Held a public meeting July 11 to receive the technical instructions for Ward Task Forces and Ward 6 maps from the Office of Planning and Office of ANCs.
2.   Held five public listening sessions – one in each of the Ward 6 ANCs.
3.   Established a Ward Six Redistricting Task Force website (http://w6tf.blogspot.com/) that contains a “do-it-yourself” mapping tool that allows task force members and residents to propose redistricting plans that can be posted and discussed.  The website also serves as the electronic repository that includes: meeting schedule, meeting summaries, and correspondence to and from the task force.
4.   Created an electronic distribution list that includes all Ward 6 Commissioners, local press contacts, and neighborhood and community list serves.  The task force has sent out eight updates that have provided the Ward 6 community the agendas of each meeting, meeting summaries and correspondence to and from the task force.

What will the task force do in the next 30 days?
1.   On August 3, the task force will hold a public meeting to discuss and adopt the initial ANC boundaries for Ward 6.
2.   From August 4 to August 7, the task force will break into working groups to create the initial SMD boundary recommendations based on the outcomes of the August 3 meeting.
3.   On August 8, the task force will hold a public meeting to discuss and adopt the initial SMD boundaries for the Ward 6.
4.   On August 18, the task force will post the initial Ward 6 ANC/SMD boundaries on the task force website (http://w6tf.blogspot.com/) as well as send an electronic version to the Office of Planning, current Ward 6 Commissioners and neighborhood and community list serves.
5.   By September 1, the task force will notify the Office of Planning of the census blocks that are being considered for splitting.  The goal of the task force is to avoid splits in census blocks.  In addition, the task force will submit the initial text/language descriptions of the map lines for the redistricting proposal.

What will the task for do in the final 30 days?
1.   The task force members will attend the five September Ward 6 ANC meetings to answer questions about the initial ANC/SMD boundaries.  This will allow each of the ANCs, and their respective communities, to make formal recommendations to the task force.
2.   On September 19, the task force will hold a public meeting to discuss the formal recommendations from the Ward 6 ANCs and potentially adopt changes to the initial proposed boundaries.  The task force will submit to the Office of Planning an updated text/language description that highlights the changes adopted at this meeting.
3.   On September 22, the task force will hold a public meeting to adopt the final redistricting plan. 
4.   On September 26, the task force will submit the final redistricting plan, to include the final text/language descriptions, to Councilmember Tommy Wells and the Office of Planning.
