ANC 6A Formal Recommendations

The Ward 6 Task Force received the following letter from Advisory Neighborhood Commission 6A dated September 10, 2011:

Advisory Neighborhood Commission 6A has adopted a resolution by a vote of 4-3 to set the new exterior boundaries of the ANC and the Single Member District boundaries.

6A adopted Ronneberg Plan #3 while accepting two modifications to that plan:

1. All of Lincoln Park continues to be included in 6A. The vote was 4-2-1
2. If the Task Force feels that 1694 is an insufficient number for 6A 01, then the Task Force should increase population by retaining current Squares north of H progressively between 7th and 8th until the population level satisfies the Task Force. The vote was 4-2-1.

Ronneberg #3 does not include a ninth SMD for Kingman Park. Councilmember Alexander, through her counsel, has told 6A that she will not accept the placement of Kingman Park in a joint 6/7 ANC. Consequently, it has been dropped as part of 6A’s formal recommendation. (Please see our comment below.)

These votes were adopted at a regularly scheduled, properly noticed meeting with a quorum present held on September 8, 2011.

Advisory Neighborhood Commission 6A accepts the external boundaries proposed by the Task Force with two exceptions:

Retaining Square 889


ANC 6A, in the strongest terms, desires to retain Square 889 within our boundaries. This is one of four Squares taken from 6A by the Task Force and given to ANC 6C. This single block allows us a voice, through party status at the BZA and Zoning Commission, in the largest future developments remaining on H Street NE. The ANC and its committees devoted hundreds of hours to the proposed development at 645 H, a project whose BZA order will likely expire in a year and a half and a new development will need to be pro-posed. On the north side of the street is the very large H Street Self Storage, with mass, height, and density that make it a likely candidate for a project on the scale of the new H Street Connection between 8th and 10th Streets. There is also the imminent major development at Murry’s at 610 H Street.

It has been suggested that this block can be moved to 6C with the understanding that 6C would support 6A's party status for zoning cases on the 600 block of H Street. The ANC does not believe this is a viable solution because 6A's party status was denied in the Dreyfus PUD on the 200 block of H Street despite 6C's support for our party status re-quest. A commitment made now to grant party status can be rescinded by future 6C Commissioners before the PUD process starts.

Taking this Square from 6A denies us a voice in the direction of H Street development and the right to participate in a project that has taken our time and energy (645 H) and in the biggest remaining project, the replacement of H Street Self Storage. We insist that this block remain part of 6A.

Justification for the 6A01 boundaries

The population of the proposed 6A01 is 1694. The ANC considered many alternative 6A01 boundaries but chose this map for the following reasons:

1) Alternatives based on the "Kings Option" map concentrate almost 2/3rds of the H Street into a single SMD. The ANC believes that, to the maximum extent possible, the frontage on H Street should be equally shared between three SMDs. The ANC does not believe the task force should create a "H Street SMD" in 6A while, in 6C, it is considering moving from a single "H Street SMD" to H Street being shared by up to four SMDs.

2) The economic redevelopment of H Street is progressing at an increasingly rapid pace and much of this activity is concentrated within the boundaries of the proposed 6A01. As a result, the 6A01 Commissioner will have a very heavy workload over the next ten years dealing with the development and its impact on the surrounding neighborhood. Expanding the boundaries to include more of H Street will only increase the workload on this Commissioner.

3) Alternatives that divide 6A01 into three SMDs were also considered. While these plans create SMDs within the recommended 1900-2100 population range, and equally divide H Street between three SMDs, they do not recognize the neighborhood north of H Street as a distinct neighborhood. Our ANC believes that the issues faced by residents living near to Florida Avenue NE are significantly different than those faced by residents who live near to Maryland Avenue NE. The Commission believes that H Street is not only a commercial corridor, but also delineates neighborhoods with distinct issues and concerns. For this reason, ANC 6A chose a SMD map that that put the area north of H Street into a single SMD.

Recommendation for increasing the population of 6A01


If SMD 6A01's low population is an overriding concern for the Ward 6 Task Force, our ANC voted to recommend that the Task Force add additional population by retaining the blocks in 6A01 that are in ANC 6A's current boundaries. Adding the block bounded by I, K, 7th and 8th Streets would create an SMD with 1824 people. Adding the two blocks bounded by I, L, 7th and 8th Streets would create an SMD with 1929 people. Returning 6A01's western boundary to 7th Street would create an SMD with 2092 people.


Lincoln Park


6A would like to retain all of Lincoln Park within its boundaries. For years we have battled with the police, both NPS and MPD, for adequate patrols; with the NPS for adequate maintenance of walkways, lights and lawns; and with the City for good sidewalks and roads. We have encouraged the planting of many of the decorative trees. The results, after nine years under our care, are there for all to see - new roads and perimeter sidewalks, new playgrounds, and new trees. For years we have been the ANC, and in particular Nick Alberti the Commissioner, who has had to deal with enforcement problems of assaults, theft, off-leash dogs, and the repair and replacement of equipment. ANC 6A believes that we have been and will continue to be good stewards of Lincoln Park.


Kingman Park


ANC 6A invited Kingman Park (ANC 7D01) to join us in a joint 6/7 ANC. We have been informed by Edward Fisher, counsel for Councilmember Alexander (Ward 7), that she has no interest in such a joint ANC “at this time.” Because of this opposition, the ANC asks that the Task Force proceed as if 6A will remain an eight member Commission. This is an issue that can only be resolved through discussion between the Councilmembers. We ask that the Task Force request this discussion be initiated by Councilmember Wells.

ANC 6A hopes that we may be able to join with ANC 7D01 in a joint ANC, reflecting our common interests and proximity. 7D01’s isolation from the rest of Ward 7 could be somewhat alleviated by our making common cause in a combined ANC. We hope that Councilmember Alexander will allow us to form a united community, one that does not diminish the Councilwoman’s authority over 7D01.

Further Changes to ANC boundaries

ANC 6A has not advocated taking Squares from any ANC. Yet the Task Force has proposed taking four blocks between 7th and 8th above H Street NE and half of Lincoln Park. Should there be any desire to grow 6C, we point out that we have already given.

We are not so generous though that we can bear to lose such an essential part of our core interest in H Street as Square 889. Without it, we will not be able to advance our community’s interest. We will lose the input we ought to have in vital community matters.

Description of the Boundaries of ANC 6A:

From 8th Street at Florida Avenue NE, proceed southeast on Florida to 15th Street; proceed east on Benning Road to 19th Street; then south on 19th to C Street NE; then east on C to 22nd; then south on 22nd to East Capitol; then west on East Capitol to 13th; then south on 13th to the southern part of East Capitol (the southern boundary of Lincoln Park); then west on East Capitol to 11th Street NE; then north on 11th Street to East Capitol; then west to 8th Street NE; then north to H Street; west on H Street to 7th Street NE; then north on 7th to I Street; then east on I Street to 8th; then north to the starting point at Florida Avenue NE.

ANC 6A includes the following Squares:
889, 908-919, 931-941, 956-966, 980N-988S, 1002-1012,1026-1035, the triangle above 1049, and 1049-1057. The Square east of 15th Street are 1068SE, 1069-70, 1082-84, 1086, 1093-95, 1108-09, 1118-20, 1125-27, the north half of 1128, 1134, the western part of 1189, 4509-11, 4513, 4530-31, 4533-35, 4537-38, 4540-41, 4543-45, 4547, 4560-61, and 4564.


The Boundaries of ANC 6A’s SMDs:

6A01
From Florida Avenue NE at 8th Street NE, proceed southeast on Florida to 15th; then west on H Street to 7th Street NE; proceed north one block to I Street; then east on I Street to 8th Street; then proceed north on 8th to Florida Avenue to complete the circuit.

6A02
From H Street NE at 8th Street, proceed east on H to 13th Street; then south on 13th to F Street NE; then west on F to Maryland Avenue; then southwest to 8th Street NE; then proceed north on 8th to complete the circuit at H Street.

6A03
From Maryland Avenue NE at 8th Street, proceed northeast to10th Street; then south on 10th to C Street NE; then east on C to 12th Street; then south on 12th to East Capitol at Lincoln Park; then west on East Capitol (north of the Park) to 11th Street NE; then south to East Capitol; then west to 8th Street NE; then proceed north on 8th to Maryland Avenue to complete the circuit.
